Basically.. I had my tracking & balancing done around 2 weeks ago as my steering wheel was a tad off center & was wobbling all over the place..

Because I have upgraded alloys, the garage told me that the balancing wouldn't be its normal self as I had the wrong spiggot rings for the wheels so that it would still wobble.

I ordered new rings in & had them fitted & it still wobbled.. I had my balancing done again today at the same garage & got onto the ring road & yet again it still wobbled.. I know it may be because of the different road surfaces but it starts at around 40mph & carrys on until 60mph then is fine!..

Anyone have any idea's as to what else this could be? (i.e. something within the steering column?) I'm stuck for choices lol..

Right it could be 1 of the following

Steering wheel shake

1. Wheels and lyres need balancing 1. Balance as necessary.
2. Tyre pressures incorrect 2. Correct.
3. Incorrect wheel alignment 3. Correct alignment.
4. Wheel hub nut loose 4. Adjust wheel bearings.
5. Wheel bearings damaged 5. Replace,wheel bearings.
6. Front suspension distorted 6. Check, repair or replace.
7. Steering box/rack needs adjustment 7. Adjust as necessary.
8. Shock absorbers faulty 8. Check and rectify.

bent wheel? or try to have them balanced on the car?

Have you tried swaping the front and rear wheels over and see if the wobble goes, watch out if the tyres are directional however, if it is just for a quick diagnostic test drive I personally would risk it. Check all suspension bushes and the steering column as well.
